" Provisional patent " I'm sure you know, but for others. There is no such thing as a Provisional Patent.
It's a Provisional Application for a Patent. On it's own, it can never turn into a Patent.
And I agree with your idea of why he does this.

Being led around by people who tell you what you want to hear, is not only dangerous, it's not much of a trading strategy.
