I believe the proxy firm said the majority of cast ballots voted "yes" on the proxy questions.

There's a difference.

My take is fewer than 50% of the total ballots/shares have been voted.

To save face they were saying they already had enough votes to pass their agenda. If that was the case why the need to extend the deadline.
