Looks like the problem might be the "affidavit of non-service".

I think that essentially means they could not find anyone with WRMA to serve the legal documents.

So I'm thinking they asked for the custodianship to just be immediately applied without serving anyone.

Looks like the judge said "no".

I guess that means they either have to drop the case to try again to serve the papers?
