If DBag Mark would have got it current then he would have had control of the application and the switches for selecting "shell."

It's a simple tickbox on the application forms and can be self-selected if a couple of qualifying conditions are met (I.E. like no biz activity, like you mentioned). Which would have been met very simply if he just pulled his head out and got it current. IMO
