The 13G is not because an "investor" thought highly of ICLD and wanted to invest in ICLD. That form was required due to the amount of shares ICLD gave to Forward Investments as part of a convertible debt settlement. I bet that guy has already sold those shares.
If you look at the last filed annual report in 2018 you will see numerous mentions of Forward Investments and the many different convertible notes that were due to them.
