It's a catch 22. Markets outside of the US where vaccines aren't readily available should welcome an effective, safe, and inexpensive therapeutic.

The "Gold Standard" approval of the FDA is desirable before that can happen, but their approval would undermine the push for vaccines, and that is not what is wanted.
