From my experience, Ive seen most reverse splits happen because the shell likely fully diluted their AS before going under.. and the new company doesnt want to have 12 Billion OS so they split to reduce the share structure and make it a more attractive purchase. You need TONS of volume to move a high OS stock, and depending on their valuation/desire to uplist to a bigger board, they would need to have a minimum share price. The split would also bring up their PPS to a certain level to help achieve those goals
