It appears that they reduced the SCOPE of the trial to focus on just severe patients (rather than also those with moderate symptoms). This may have been at the request of the FDA as part of the EUA evaluation.... so that they can evaluate how effective the 'inhaler' formulation is for the same patient group as the IV group. Pure speculation on my part.
