Gman, evidently they could have gone operational, but they got scared at the last minute about class action lawsuits because of user lawsuits against Coinbase and Binance. They also didn't have the regulatory OK's. Maybe they underestimated the time they would take to obtain. I don't think this was lying and deception, but errors made by assuming things that didn't come to pass. In the end, they created self inflicted damage because of their own overly optimistic timeline.
