It doesn't matter what moves rules and changes they put in place if they don't enforce any of the rules changes.

Naked Shorting is illegal. It has been illegal for over 30 years. Its never enforced though.

The question is not what changes to the rules are being implimented, the question is... Is this all just window dressing or are the really going to do something about the naked shorting this time?
