Perfect custodianship strategy; make noise and then goes silent on the one yard line, (SEC rules) holders get nervous & dump, PPS falls…noise makers BUY $$$ ;)
& suddenly there is noise, and the noisemakers are holding millions of shares bought cheap…compliant.
