Short answer is Yes. Countries have their own FDA equivalents and do not have to follow arbitrary or otherwise mandates or protocols from the USA FDA. There are general agreements internationally which outline their procedures. I copied here one from Brazil last year long before it was on our radar. Our FDA sure would like to dictate policy for other countries if they could legally. However, that being said, there are 7 ways from today Sunday to sway countries to bend in the desired direction of the FDA. Also go to the website and read in the 10K about the Philippines. They have their Compassionate Use version. It is available, was made available, and will be made available in the future... all they have to do is ask. Yet, they choose helicopters and naval protection.

No justification? Saving lives is plenty. And what more, comparing apples to apples, leronlimab is much more affordable than any of the other junk SOC unless they are using Ivermectin or HCQ which is readily available in most countries.
