Am I reading this Pfizer contract right?

I got this from a link from "Jan Kowalski", he was replying to Dr Malone on the latter's twitter feed:



So if you click on that link and go to the third entry down to "Jan Kowalski Bunga," you will see a link to an article posted by "America's Frontline Doctors," and this article is about how an IT security person has discovered Pfizer's vaccine contracts with nations like Israel and Brazil:

And after reading a couple of paragraphs of the contract (and the brief commentary), you get to this:

“If you were wondering why Ivermectin was suppressed, it is because the agreement that countries had with Pfizer does not allow them to escape their contract, which states that even if a drug will be found to treat COVID-19, the contract cannot be voided”

"...and (ii) the fact that any other drug or vaccine drug to prevent, treat, or cure COVID 19 infection is successfully developed or granted authorization earlier than the granting of Authorization for the Product shall not change the current situation of urgent needs for the prevention of the spread of COVID 19 infection that poses serious threats to and harmful effects on the lives and health of the general public."

So my question is: If this is the way Pfizer (and perhaps other BP vaccine companies write their contracts) - could this be why the Philippines and other countries have delayed in large purchases of Leronlimab? Is it because Pfizer and etc have these nations on the hook for their vaccines - regardless of what other therapeutics and other medicines are developed?
