if 90% of the volume is MM's selling shares, that is naked shorting.

Per FINRA "The Daily Short Sale Volume Files provide aggregated volume by security for all short sale trades executed"

The daily numbers reports are MM's shorting shares to "create a market" but it is MM's naked shorting non the less
