I saw the question asked so I'll answer to the best of my ability.

An OTC listed security has certain requirements it must meet to continue to be traded on the OTC Marketplace. When you see someone say "filings", it's in reference to financial documents that have to be filed in order to be listed as "Pink", after all financial documents are uploaded and in order, an attorney's opinion letter is to be uploaded stating that "in their opinion" all documents are on the up and up.

Pink Current allows a company to continue as a tradeable security and issue press releases.
