That can happen when bids (or asks) are below the minimum number of shares to display on L2. It happens frequently with stocks priced in this range as MM's can skip over those and often do. With LFER atm, only bids of 5000 shares or more (above a dime) will display on L2, or bids below a dime and 10,000 shares or more

.107 close, still not filled with my bid at .11, my order still not reflected even though it was higher than the published bid most of the afternoon.
