Why would any company only have one-half of one percent of authorized shares issued?

Just trying to understand the dynamics of this SS. With 500,000,000 authorized shares, isn't there a risk that the new company will just issue a huge chunk of shares from that pool and, without technically diluting, devalue the current float?
