I agree with this assessment. Have said before he never finishes a point, just drifts off and gets distracted by new thoughts before finishing the previous ones.

Don't think he is stupid though. He seems intentionally cryptic.

I think of him as LouAnon. Lots of "trust the plan" and no evidence
