OBV must have a set parameter as it is a moving average calculation so a comment "moving average does blah blah..." especially without an accompanying chart is meaningless.
Here is the moving average since the first of the year, this coment is clearly incorrect.
mostly uniform vol as ATM is incrementally sold into institution buyers while on-balance-vol remains flat, which is the case in fcel chart data

This is a simplified chart with a OBV MA of 9 by the year and recent, neither chart can be described as "flat":
