No vaccines don't treat cytokine storms. Vaccines have a weakened pathogen (in this case covid virus) which are antigens. Once injected into the body, immune system produces antibodies against the antigen. (Antibodies are like soldiers that kill the enemy (virus). Once antibodies are formed, this causes immunity to the disease.
