Advocate...I don't think they need a new F.S., because they are reliant on the Niobium, Scandium & Titanium to cover the project. ( I will disagree with you on those merits sir)
However on the topic of the addition of viable REE's ... I share along with you that Niocorp might need to quantify the viable REE's into an NI43-101 resource report even "IF" they are produced as a byproduct. I would think USGS/Private or whom ever is looking to get hitched would want to have an idea of the size of the REE resource prior to walking down the isle. Not so un-like BOKAN, ROUND TOP & BEAR LODGE projects have done.

This is ONLY MY OPINION however & I could be dead wrong...I'll admit! However I did make several attempts at asking the company, but have yet to receive a reply.
I truly think Niocorp wants to release it's own "material news on the topic" I can wait a while longer... let's say the Nov. 2021 AGM to unload if needed.
Until then.... I'm "Hopeful" like Scott they can get something substantial done before years end...
