It's in a filing and its allowed per the contractual agreement, go look at the march filings.
Now whether this is intentional by the company and Discover, I would say there is some legitimacy to that.
But by legal documents, all submitted and compliant to SEC regulations, this is allowed to occur.
Is what it is. Appears almost done too
