The reason is for the $58,924 appears that it is based on the conversion rate which is:

the lesser of (i) $0.025 and (ii)
fifty percent (50%) of the lowest
Closing Bid Price for the
Company’s Common Stock
during the twenty (20) Trading
Days immediately preceding the
Conversion Date

Looks like Feb. 4th (which looks it was the 18th trading day before the conversion date of 3/3/2021 (see below link) was the used for the lowest bid since it traded @ .0311 and the lowest bid that day could have been .0294.

So .0294/2=.0147. 4,008,000/.0147 =$ 58,918.
