Authorized shares do not equal outstanding shares.

Lets consider the absolute worst case scenario and they eventually dilute all the way to 5 Billion shares after the split. Which would take a lot of time. That still puts a 400 million dollar plus company at .08 per share. 400 million divided by 5 billion. Which is much higher then the current price of .033. Make sense?
