I have read that leaving open sell orders does not prevent your shares from being used to be shorted. I’ve also read the only way for stocks to be shorted is based off the margin longs have used to purchase the stock. I’ve also read that you can enter into agreements with financial institutions to allow them to loan your shares out for people using margin or shorting. I’ve also read that the brokerage one uses, like E*Trade, is the main decision maker on lending shares to be shorted. I do not know how accurate this information is.
