The more states that can pass MJ Legalization via legislature and/or place MJ Legalization on the 2022 ballot, the better the chances that a more conservative version of MJ Decriminalization will pass this Senate

Chuck’s current draft would completely remove MJ from the Schedule of Controlled Substances — that’s the most aggressive way to decriminalize MJ

The other 2 options, Warren’s STATES Act and a stronger version of the Cole Memo passed into law, would both technically leave MJ as a Schedule I Substance, which would be significantly more palatable to Republicans — it would be a way to acknowledge that MJ has some societal risks, which is what many of the older Republican Senators believe, while also allowing states to determine for themselves whether or not they want to legalize MJ — states’ rights are what the Republican party is all about

Chuck’s draft will surely evolve moving forward, and incorporating Warren’s version of decriminalization would definitely increase support amongst Republican Senators

Would personally prefer to see SAFE Banking hit the Senate as a standalone bill, but for now Chuck has decided to use it as a sweetener for decriminalization — passing SAFE Banking first remains a viable option and clearing the committee process is a mandatory step in order to hit the floor — Sherrod (not somebody like Cory Booker) would determine the timing of that move, as he is Chairman of the Senate Banking Committee
