I was a home builder in Texas for over 20 years and agree, rust on re-bar is not great. You should see the way homes are sometimes constructed here in Peru. They will start off with one or two stories and leave re-bar sticking of thru the top of the last floor contructed where piers will be to construct the next floor (story) and maybe 5 or 10 years later they will add another story using the rebar that has been exposed to the weather to build the next story usually ending up over time with a 4 or 5 story building!
