So shipment 3 was shipped to the port of Santa Cruz, Philippines and picked up by China. Now they are on their way back to Philippines to the port of Surigao, Philippines to pick up their fourth shipment is how I see it.
Guess they are instructed by the Philippines as to which port can accomadate each shipment.

I added more today so I hope I am right.
