It's not about the PRE14C

It's 20 days after they mailed out to their shareholders.

" the actions described herein will not be implemented until a date at least 20 days after the date on which this Information Statement has been mailed to the stockholders.'

And the vote was June 24 so technically they could have mailed out just after that.
