There's no breach of the constitution, then there is no constitutional claim.
The Scotus Justices just laid out a hook to maintain expectations of awards that will never come true, because it said that the law authorizes funneling money to the Govt during a Conservatorship.
It isn't an eminent domain case or nationalization because it lacks the permanent feature required in a Taking case.[color=red][/color]
So, the Justices were just deceiving the shareholders about a future award, when, in truth, they just made the case for the Mob's Implied In Fact Contract claim (JPS holders) and the constitutional claim was another lie.
