In NYS where I live I can remove 1200 tons per year and not be considered mining, just need a SPDES permit to abide by water run off/erosion which is common. I had an old stone quarry we removed material and resold with limited equipment and lets be honest, no one can tell how much material has left the site.

My point is WSRC can be moving dump trucks off the site to an existing processing plant to verify the precious metal content with a third party.

Its possible this is whats ongoing now, the 90 day permit applied for is to build a processing plant on 7 acres.

Surface mining is the most profitable, aside from the plan all they require is excavators, dump trucks and loaders, as indicated in the cartoon tweet.
