The assertion that the conservator (FDIC in the case of the banks) can take actions in the public interest, like a NWS, that is, steal money from the conservatees, poses risk to the U.S. financial sector (run on banks, difficulties in raising capital or issuing debt in an economic slowdown, etc). The FSOC is the institution in charge of maintaining the financial stability, detecting risks and taking actions.
