Guessing but there might be several factors.

- the former governor might have lured Nick to RI

- leaving for Washington might have been a curse rather than a blessing

Since two years ago many states have warmed up to pyrolysis for plastic disposal.

There is no rosy picture here and it is a major setback but as long as the money behind the project remains friendly it will all work out. JMHO
