We don't know what the change was made on the 12th and OTC has obviously not updated anything yet. Either way, It's entirely possible that They changed the authorized shares to 5 billion for potential future expansion. Authorized shares are not the same as outstanding shares. Until they are sold for company use, it does not change the outstanding shares or cause any dilution.

I'm not sure what everyone expected the company to do. If they want to expand they have basically 3 choices. Use only the profit that they generate currently... Which unless your Making 50% margin doesn't make sense in the short term. They can get into toxic debt which obviously has its problems... Or they can sell shares For capital for expansion. Selling shares would dilute shareholder value but If that capital is used for profitable short term expansion, Which adds to the bottom line that would add Revenue creation That outperforms the total market cap..... Then the price per share will be reflected positively, accordingly!!

P s. I'm sure kbaz will have some crazy alternate financial theory And I bet you 10 to 1 he will say this has already been sold and diluted.... Which there is no proof of.
