Not sure why the blacked out the important parts. In the past, I saw other LOIs were posted as signed without blacking out like this, for example PASO (if anyone from PASO board can validate it). This is weird. All parties are known here, what they have to hide? Also not sure why OTCMarket allows that? May be they don't even look at the uploads by companies.
