7-billion is still manageable and does not warrant a RS automatic. Most 000 stocks are in between 4 to 7 billions and trading between 0005 and above. If I have to speculate, I would say the recent increase may be to pay the fees of accountants and lawyers in order for it to be current or something as these companies either don't have money or don't wanna pay from the pocket.
