It was originally set up this way to protect the shareholders. Let’s say a large investor as 500 million shares; If he/she wants to move on to another investment, their selling could crash that stock. So they created space they could make those type of trades without generating fear in the every day stockholder. It appears as they use to manipulate and not only protect any longer
