Most of the action is coming from abroad, specially Canada where you can buy/sell the stock. You can only sell in the USA. In Frankfurt today the stock is trading at 0.017 USD with an ask of (almost) 0.025 USD x 155K and the bid is at 0.003 USD 1,550,000 shares
