shorting comes to mind, they do that to all the stocks that move up and then they sell into it and keep it down, they don't win all the time but most of the time, it comes down to followers of the stock and how dedicated they are and keep buying it, if that happens the rubber band snaps they have to put up serious cash to keep it down but they do run out of budget if the longs hold tight and don't give up, of course the stock and its management has to produce.

if RGGI stays on track and keeps increasing sales without diluting the share structure over time they win big.
