Paul is a market maker you can see on level 2 if your brokerage gives you visibility. Paul is usually used by toxic note lenders when new shares are being added to the float.
If you look at the financials for SDEC, there are dilutive notes and every so often, shares are being sold on the bid by the lender. these shares are sold by the lender as a source of re-payment.

There will be a period when the lender will pause and the share price will spike back up. All hope is not lost here...just have to wait for the reversal.
