The 2 billion was not part of the float as they were shares that were not tradable. So if you are not reducing the amount of tradable stock from the float then you are not reducing the amount of tradable supply since those two billion shares never hit the market. The reason it is good news is that those 2 billion shares can’t be used in the future to dilute the future tradable amount which would increase the supply if they hadn’t been cancelled.
