I would think that financing could be structured so that Niocorp could go ahead with Private financing (or combinations of financing methods) for the entire sum needed- and then 'provisions' for early payment of part of the loan by Gubiment loans/grants IF NIO is awarded with Gubiment money.

In other words, why let all the application process around gubbyment money hold up the financing, when we could just use any possible money(s) from Uncle Sam to pay down the already negotiated private loan(s).

In the world of high finance, i can't imagine that it would take too much extra creativity to structure financing in some sort of contingent approach like this...... As Scott said, Financing might come from multiple different sources......

Time to tie it all together, and get construction started........ The world is waiting on us....
