This is only true if it is the battery recharging itself. That exact process has not yet been outlined. Going off of my previous example, you could have a secondary source of energy (such as a device that uses kinetic energy to produce electricity) charging a back up battery while the other battery operates. It could be a dual battery system. The main battery would run the car and the secondary owner of energy source. Hypothetically. This is not a perpetual motion machine, it’s multiple machines working in tandem, and it does not violate the laws of physics.
