ZEV business is a completely separate channel for PLUG and FCEV's. They may deliver similar vehicles but for different customers and probably geographies.
currently ZEV is installing ProGen FCEV into Class 6 and 8 Trucks for Amazon (that we know) and probably delivery vehicles using the same chassi as ZEV uses for battery power into some light delivery vehicles for may be FedEx or similar.
BAE systems is focussed on buses for municipalities as far s as I can see form their information.
ZEV can do small "shuttle bus" but haven't heard of them putting Progen into them yet. They are all BEV
There is so much business to be had though I can see a few more partnerships being launched on the back of successful deployments. PLUG providing the hydrogen technology and fuel for the home base/depot enables ZEV to front a complete deal.
