On this point everyone on cannabis boards should agree with Joe. The worst offender is California. Their "3-Strikes-And-You're-Out" law means there are lifers in prison for being caught smoking dope.

That is overly onerous and egregious.

This congress must put an end to it, and it will require bipartisanship.
