50 million USD project: The works for Thethi are resumed, almost the intervention in Golem

The World Bank announced in the last review of the project "Interconnection of Local and Regional Roads" that the works have not progressed equally in all segments.
In some it has advanced well and in others there have been delays that in some cases have been billed due to weather conditions and in others procedures or problems encountered during implementation. The project has a support from the Bank in the amount of 50 million dollars and has started in 2018 while its closure is scheduled for December 31, 2022. But what is the general situation in the road segments covered by the project. According to the mission, the rehabilitation and construction of the Pogradec-Tushemisht road has been completed in Pogradec. The Albanian Development Fund (ADF) has provided the documents for the consent of the persons affected by the project as well as their compensation. The asset, which has already been tested, has been handed over to the Municipality of Pogradec. In Shkodra, the reconstruction of Qafë Thore - Rruga e Thethit was suspended during the winter.

The pending works mainly consist of asphalt paving and additional road elements (barriers, road signs and signs) which due to the winter weather and the height where the road passes, were impossible to perform and will be implemented during the summer. The ADF reported to the bank that the contractor has maintained the road in good condition for the passage of tourists (winter tourism) and enabling access of local communities to administrative, health and educational centers. The Mission notes that the ADF and the Supervision Consultant have not applied for a postponement of the contract termination date to reflect the suspension of works and should take immediate action.

In Tepelena, the reconstruction of the Bençë-Lekdush road has been completed in the main part (more than 90% physical progress). Finished works contract payments are at around 50%, due to the contractor's delay in submitting the documents, which affected the overall level of loan disbursements. Furthermore, this contract is already beyond the initial completion date (end of April 2021) and both the ADF and the Supervisory Consultant have not reported, and / or decided, whether the intention is to extend the completion date, or to start applying for Liquidated Damages.

The Bank also reports on the progress in the procurement and award of new Civil Works contracts in the review report. “In 2020, the Bank's missions agreed with the ADF to include three more roads in the civil works procurement package. First Roskoves-Poshnje road (Berat municipality), (ii) parts of Plepa-Golem service road (Durrës), and (iii) construction of a new bridge (replacement of the old bridge) as part of the implementation of audit recommendations road safety ”is stated in the WB document. At the end of May 2021 the situation regarding these projects is as follows. In Roskovec-Poshnje the tendering process has been completed, the contract has been signed and the contractor is being mobilized for implementation.

The ADF has also confirmed that there have been no expropriations related to this road. Service routes Plepa - Golem. Following the completion of the detailed projects and bidding documents, the ADF is planning to complete the procurement and evaluation by June 30, 2021. The design of this road has included, inter alia, safer traffic access to / from the service roads to the highway main between Durrës and Kavaja and easier communication between the villages in the upper part / agriculture as well as the areas with tourist and recreational points of the coastline.

It is not expected that there will be expropriations for the project, while the ADF documents also address the issue of the Golem railway station located next to the right of the road (ROW). The third is the bridge between Fier and Seman. After the completion of the projects and tender documents, the ADF is planning to close the procurement and evaluation by June 30, 2021.
