That's not saying much snow, most pink sheet companies are scam shell companies. By that logic my dog could open a lemonade stand, go public on the pinks and have a better chance at success than most pink sheets.

Comparing companies to other companies is irrelevant. The success or failures of others head zero bearing on the success or failure of a company. You can't rank pctl against other companies and use that ranking as a basis for investment in pctl. It's meaningless. The investment in pctl is and will always be, based on whether Gary can pull something off (not likely) or if a successful run can be generated (also not likely but imo a better chance than Gary pulling something off). That's your criteria for whether or not you should invest in pctl.
