Yes, I think you're right on the money there. Likely to Sierra Gold as a partial payment for Ruby... or perhaps to alt5sigma for previous or future work (or both).

It isn't possible to buy 1m coins in one transaction, atleast not through their portal. So the chances of it being a payment to someone are pretty high imo.
