When you have a bid showing of 850 million ish but when you check L2 its actually over 2 billion on the bid it makes it very tough to get it moving. This has sat basically flat with millions of dollars in volume traded with little movement. A coordination of manipulation keeps this from moving. I don't think I've ever seen a stock trade so much volume with no upside to the PPS.
