I think the big Pharma companies are kind of like was the case with Boeing. The FDA doesn't look as close at the submissions from them as they do from smaller companies where they're not as familiar with the Quality Assurance folks. That's why the big pharma companies end up with EUAs and/or FDA approvals and then have things go wrong vs the smaller companies that get put through the proverbial ringer.
